The complaint, filed on February 7, 2025, by Hadassah Feinberg, a former Pennsylvania State Police employee and federal whistleblower, alleges that Shapiro and other government officials orchestrated the attack as part of a political scheme. Feinberg claims that Pennsylvania State Police Commissioner Christopher Paris, former FBI Director Christopher Wray, and the Biden administration were also involved. According to Feinberg, the Biden administration allegedly blocked attempts to report the plot to the Secret Service and FBI. She also sought attempted homicide charges against Shapiro, but Butler County District Attorney Richard Goldinger declined to file them.
Feinberg's complaint alleges that President Joseph R. Biden met with Shapiro in the weeks leading up to the Trump rally to discuss the Democratic Party's "obstacle," and these meetings were directly tied to the assassination plan. The complaint states that "Joshua Shapiro, organized, schemed, and conspired with other officials to carry out the attempted assassination against Former President Donald J. Trump". It further claims that Shapiro "facilitated, planned, and coordinated the attempted assassination to climb the political ladder". However, official records do not confirm any criminal charges or federal investigation against Shapiro in connection with the assassination attempt. The Butler County District Attorney’s letter acknowledges receipt of a private criminal complaint but does not confirm any legal action.
On July 13, while speaking at a rally in Butler, Pennsylvania, Trump, then the presumptive Republican nominee for the 2024 election, survived an assassination attempt. A shooter fired eight rounds from an AR–15–style rifle from the roof of a nearby building. One bullet narrowly missed Trump's head, wounding his upper right ear. A rally attendee, Corey Comperatore, died after being struck by a bullet while shielding his wife and children. The perpetrator, 20-year-old Thomas Matthew Crooks, was killed by the Counter Sniper Team of the United States Secret Service at the scene. The incident prompted investigations into how Crooks bypassed detection and nearly assassinated Trump.

The shooter scaled an air-conditioning unit to reach the roof of the building and fired shots into the rally, striking Trump and three rallygoers before being killed by a Secret Service sniper. Allegations of a cover-up have also surfaced, with claims that the FBI Director and other government officials conspired to block the investigation.
